The Chief Executive of the Civil Service, John Manzoni, wants the service to have a more private sector approach. This means a cultural shift but also skilling as well.
A different type of relationship with the private sector may require even greater levels of transparency. It also means that the private sector requires a different type of approach that may not simply seek to make money from such engagement but takes a more CSR-based view of the world. Putting it starkly, bad procurement can favour the contractor in terms of income and it is the taxpayer that pays.
So different attitudes all round.
